Missing shots that convincingly demands consistent accuracy, something a clumsy and incompetent soldier could not offer. However, these near-misses are so convincing that the whole crew, besides Leia, believes the Stormtroopers are trying to kill them. The Stormtroopers on the Death Star were instructed to let Luke and Company escape, so they intentionally miss. Another crew attempts to stop the Millenium Falcon from leaving and nearly hit Han Solo, only being stopped by Chewie turning the Falcon's blasters on them.
The next pair of troopers, at Mos Eisley Spaceport, are only defeated by Obi-wan's mastery of the Force, which would overcome all but the most well-trained people. We've now encountered the Imperial troops three times, and each time they defeat their target with little to no losses. This deadly precision is hammered home when the Empire destroys the Lars farm. Obi-wan recognizes that the scorch marks could not have come from sand people, because only Imperial Stormtroopers are that precise. Our second encounter with them is the disabled sandcrawler. From the first scene in the film, they are a force to be reckoned with.
Vader is there to help, but the Stormtroopers clearly have little difficulty overcoming the rebel crew. Are they portrayed this way? We're first introduced to Stormtroopers when they board Leia's ship and take it over.
